Arizona has a 15 day host free period to ensure a pest-free environment. A grower who does not meet the tillage deadline shall not plant cotton on a farm until 15 days after the grower ensures and the field supervisor certifies that all crop remnants of a host plant remaining in the fields after harvest are shredded and the land tilled to destroy the host plant and its root system so no stalks remain attached to the soil.
EXAMPLE: If a grower's tillage date is February 15th, and they do not come into compliance until March 1st, they CANNOT plant until March 15th.
